Ok, this happens if you're using Dial-up. Hotels are equipped with a PABX phone, where every room number has a private extension number while the hotel is using a single number. To get pass the PABX (private automatic branch exchange), you should have placed an outside number, such as 9 (try asking the receptionist on how to get an outside call before adding the internet provider's number, however, I doubt it, as internet providers are skeptic about using dial-up connections in hotels.
