Sounds like a sediment problem. It could be clogged in the cartridge, or the diverter thingy, (if the faucet has a sprayer as well) You need to remove the cartridge and turn on the supply valve with the cart. removed. Place a cup over the valve stem and hold on! or you'll get very wet. Only other place that may be clogged id the aerator on the end of the sphigot.
New faucet? Refer to the owners manual for details about removing the cart. or aerator.

Yeah, check to make sure the water is turned back on under the sink. (I did that once after replacing a faucet, drove me nuts until my dad thought to check). Other than that . . . don't know, might be time to call a plumber.

turn off the water supply under the sink to the faucet hot and cold. unhook the cold and using a bucket to catch the water turn on the supply again is there water? do same to hot this will narrowed down
