Young People - Voluntary work abroad?

Hi, my son and his girlfriend are both 19 and have been talking about volunteering abroad. I visited the vso website, but they want people with at least a years experience volunteering. Is there any other organisation, where young people (with limited funds) can go to volunteer? Thanks and much appreciated!
