I can tell you that this mold is caused by the humidity level in your apartment and that the seals around your windows are failing to keep the cold air out. Also if you hang laundry in your apartment to dry will cause this. To prevent this you can use a dehumidifyer to the appropriate size of you apartment.
Speaking as an apartment superintendent, the mold should be cleaned off of the walls the best it can be, then covered by a paint product called "Killex" which is available at Home Depot, then painted to match your exsisting wall colour. Make sure the management corrects both the window seals and wall problems properly or mold will return.

i would sleep with the windows open atleast. as far as i know, all molds can cause respitory problems or atleast trigger an allergic reaction..
