1. Right click on the Recycle Bin located on the desktop.
2. On the window that opens, select "Empty Recycle Bin".
3. Click "Yes" in the window that opens.
and your recycle bin is empty

right-click the icon.
left-click "empty recycle bin"
or find out from your local council when the recycling truck swings by and put your bin out on the right day.

or
open it in the top left corner without anything selected hit empty
