Most websites start their fantasy baseball signups by the time spring training is just getting underway.

CBS Sportsline is already accepting teams for drafts today, while ESPN is slated for mid-February (and for the first time, it's FREE). Yahoo! will then open before that, sometimes by tommorrow (Feb. 3) or next week. Hope this helps.
