I immediately put them under a basking light on the sand int he tank we had ready for them. One became super active and has been in and out of the water. The other however just sits onthe sand basking. If you put him in the water, he climbs right back out. We were worried about his eyes. One barely opens and the other doesnt look developed. Is this normal is hatchlings or should we be concerned?

You should report this back to the breeder. And perhaps report the breeder to authorities, as that is improper care and essentailly animal abuse to ship them not properly packed.
If it is a bad breeder they may have sent you a sickly, underdeveloped turtle.
