i want to know. can someone please tell me?

It refers to college students who haven't gotten their bachelors degree yet. Once you do that, if you stay in school, you become a grad (graduate) student. And if you stick with that, you get your Masters Degree, and if you decide to go on beyond that, your Doctorate (PhD.). Hope this helps.

Someone who has not completed a college degree beginning at Associate and working up to Bachelors... Post graduate beings with a Masters...

It means a degree that is below graduate level; you have not yet earned a bachelor's degree.
