be forced to have her tubes tied so she cant have children, i have many times seen this homeless mentally ill person on the streets pregnant,, obviously from other homeless drunks, she never bathes and is always drinking or talking to buildings, yet many times i have seen her pregnant over the years just wondering around,, what about the safety of the child

Yes she can be forced to have her tubes tied, but first she has to be reported to social services. She may have been pregnant, but miscarried from the drugs and drinking every time. I see the same thing with a homeless girl here, but she only seems to make it to the 6th month of pregnancy, then there's no baby.

that depends. Typically no, for the same reasons abortion is legal. My body, My choice, etc....
But, if she is a ward of the state (a declaration of imcompetence, should take care of that one), then the state can decide upon this as a case by case basis.
Even in the case of prisoners who are in prison for killing their own children are allowed to reproduce, they are just typically not allowed within so many feet of the child. go figure.
