just buy a tube gallon of ice cream, then buy some fish at the sea food area, then go home and cook the fish, then mix it in with the ice cream. Or blend it together.

All reputable pet stores now carry fish ice cream so your fish can have a nice refreshing dessert after his meal of dessicated worm flakes.

First, is it ice cream to feed to your FISH or is it ice cream that tastes like FISH?
If it's for your FISH-see if they like rocky road...
If it's for you-you'll probably have to get an ice cream maker and make it yourself. I doubt Kroger carries that flavor.

Nowhere that I know of. Frankly it sounds gross. You could always buy an ice cream freezer and invent your own. I doubt it would have a very broad following, however.
