It is a viral infection (my painted turtles had it awhile ago) get a dry box and put it in there, give it enough water to drink but not to get in and keep it warm, every day put him in clean water for about 20 minutes, after it has swam you need to treat the ifected spots daily with H2O2 (hydrogen peroxide), deepending on the size of the turtle use a cotten ball or cu-tip soak it in H2O2 then apply it to the spots, then wash the turtle off and do the same thing but with providone-iodine solution, this time put it thikly on the spots and don't wash it off, then put him back in the dry box. After about two weeks of this the spots should be gone. Before you put him back in the cage however you need to clean the cage thoroughly scrub every rock side corner ect., and be shure that all the water is fresh and clean.

Is it shedding it's skin? This is normal for turtles.

If this isn't a shed, see this link for possible causes/treatments: http://www.austinsturtlepage.com/Care/medshell.htm

feed it aquatic turtle pellets and give it proper heating and light, remember to keep the water very clean and and read books about your turtle to better understand it.
