From eBay's own website:
When you place a bid or use "Buy It Now", you enter a binding contract.
It is possible for you to cancel a bid you've placed before the end of an auction, but only in the exceptional circumstances listed below. Please note that the number of times you've retracted a bid is displayed in your feedback profile.
It's against eBay rules to withdraw from a purchase after the listing has ended. Learn more about what you can do after the end of the listing.
To cancel a bid, fill in the Bid Retraction Form. You’ll be asked to provide a reason why you'd like to cancel your bid. The available reasons are:
*
Entered wrong amount
*
Seller changed item description
*
Cannot contact the seller
Important: Your seller can object to the reason you gave for retracting the bid. For example:
You cancel a bid because you entered the wrong amount, but subsequently don't place another bid with the correct amount. In this case your seller may report that your retraction reason was invalid. We may then take action on your account if we also feel the retraction was invalid.

eBay has a strict policy about this. If you are the current high bidder and the auction isn't within the last few hours you may be able to retract the bid.
http://pages.ebay.com/help/buy/bid-retract.html
Retracting a Bid
When you are the winning bidder, you are obligated to pay the high-bid price for the item. As a rule, retracting bids is not allowed on eBay.
Remember that all bids on eBay are binding, except:
* Sales of real estate or businesses (see the Non-Binding Bid Policy)
* Sales of items that are prohibited by law or by eBay's User Agreement
Exceptional Circumstances Only
There are, however, a few exceptional circumstances (described in the User Agreement) under which you may retract a bid. These are if:
* You made a typographical error and entered the wrong bid amount. For instance, you bid $99.50 instead of $9.95. If this occurs, re-enter the correct bid amount immediately after you retract your bid. If you do not place another bid, the retraction will be in violation of eBay's policy and could result in your suspension. Please review the retraction guidelines if you need to retract your bid.
* The description of an item you have bid on has changed significantly.
* You can't reach the seller. This means that you tried calling the seller but his or her phone number doesn't work, or you have tried emailing a message to the seller and it comes back undeliverable.
Timing Matters
There are special rules about retracting bids, depending on when you originally placed the bid.
If you place a bid before the last 12-hours of the listing: You may retract that bid before that last 12-hours, if your situation meets the above description of exceptional circumstances. You will not be allowed to retract that bid during the last 12-hours of the listing.
When you retract a bid before the last 12 hours of a listing: you will eliminate all bids you have placed on that item. If you are correcting a bidding error, you will have to bid again.
If you place a bid during the last 12-hours of the listing: You may retract the bid only within one hour after placing the bid (and if your situation meets eBay's exceptional circumstances description).
When you retract a bid within the last 12 hours of the listing: You will eliminate only the most recent bid you placed. Bids you placed prior to the last 12 hours will not be retracted.
If you are not allowed to retract your bid during the last 12-hours of the listing, you may contact the seller to request that your bid be canceled. The seller will have the discretion whether to cancel your bid.
Accountability
Your total number of bid retractions in the past six months is displayed in your member profile.
eBay will thoroughly investigate bid retractions. Abuse of this feature may result in the suspension of your account. Bids retracted within the last 24 hours of listing can be viewed as bid shielding, which is a serious violation of our policy.
How To Retract a Bid
To retract a bid, use the Bid Retraction form.
Note: There is no equivalent for bid retraction in Buy It Now listings. Once you've confirmed your purchase, you are obligated to pay the seller.

Yes, you can. Check the help section in Ebay. You need to have a valid reason. Placing a bid is an agreement to pay if you win. Just tell them you entered the wrong price. It is frowned upon, and if you do it too many times, you could be banned. If the auction is already over, you can't retract your bid. If you don't pay on a finished auction, you will receive negative feedback.

The seller has to agree to the removal of your bid. However if you are the highest bidder then there is a really good chance the answer will be no. If an ebayer has to remove you from the list, then the ebayer is loosing money. Unfortunately it is a contract. You might try begging and pleaing or wait and someone else might bid over you.
Good Luck!

No, you should NEVER bid on anything you are not commited to buy. Just hope someone else bid higher than you before the close of auction, otherwise you are obligated to buy the item. If you don't buy, then this is a breech of contract, and you are in a bit of trouble.

Bids on Ebay enter you into a contractual obligation with the holder of the auction. You may be able to get out of it with the seller after the auction closes (you may be able to beg and plead and ask him/her to go w/the second highest bidder).

If you feel like a sucker because you over bid an item on eBay, I would just email the seller and explain that I would like to withdraw my bid. Usually, he will let you off the hook, because it's not worth his time to sue you anyway. Unless it is a super big price tag item.

You can retract a bid - go to ebay and click on Help, then click on A-Z Index, click on B then find Bid Retraction and it will tell you how to do it.
