You can do this by purchasing a capture box for your computer. This is essentially an analogue-to-digital (A-D) converter. There are many different kinds, made by different manufacturers. I would go for a Firewire version as opposed to USB. The Data bandwidth of USB isn't ideally suited to High quality video transfer. The main differences between them are the quailty of the chips driving the A-D. The better the chips, generally the more expensive it will be, and the better the quailty of the final output.

There are a few different methods for this.

One, you could copy the movie to DVD if you have a standalone VHS/DVD Recorder. Then, you would place the DVD you made into your computer's DVD drive (again, if you have one). Lastly, you would use a DVD-ripper software to get the contents onto your hard drive. Then you would need other software to convert the DVD files into a compressed format such as MPEG (recommended) or AVI. This is the way most of the above answerers have been telling you to do it.

The easier way would be to purchase an external (most likely USB) TV-Tuner / PVR (Personal Video Recorder) -if you don't already own one. Then, you would use whichever VCR you want and connect it to the PVR just as you would your television. Now, there is software available online for free that is called 'video capture' software. You can find one by doing a search. Use this while playing the movie to capture the video and sound to your hard drive. That is all. The file is now on your computer for viewing, modifying, burning, etc.

You have to either use a dvd burner, or you can get a thing called a gamebridge, i have one and it is pretty cool you can watch tv on your computer, record tv to your hard drive, copy vhs movies, and are supposed to be able to play games on your computer screen but i tried and the games graphics arent the same, it is great for what you are looking for though.
