According Marcia's 4 stage identity theory, if identity has not developed, then people may will be in what is called "Identity Moritorium" or "Identity Difussion".

Identity Moritorium is where people are experimenting with different value systems in an attempt to "find themselves." This is not a bad thing, if an identity finally emerges.

Identity Diffusion is far worse. These people don't care about finding who they are and never develop a solid set of values. Studies have shown that people in Identity Difussion face problems adjusting in life, and a more likely to break the law.

Kids should have a good sense of who they are by the time they reach the teen years. Of course their self-image will continually evolve, as it does at any age, but a solid sense of self and what one stands for is healthy at any age.

unlike the person above i dont automatically think that they have a personality disorder! too many ppl are overdiagnosed! alot of ppl dont "figure out who they are" until their 20s. so whoever your talking about may just need more time. but if they dont evetually develop an identity they may be irresponsible, insecure, immature adults...kind of like a teenager.

Borderline Personality Disorder for one.
Dependent Personality Disorder is another.
Antisocial Personality Disorder is still yet another.
And multiple problems functioning well in any capacity as an adult.
