Great question. I think polls are used to help shape policy both for the President and Congress. Congress is not likely to support the policies of an unpopular President...look at the Republicans now and their flip flop on the "non-binding" resolution. Conversely, look at the vote to authorize military action in Iraq, I believe all the democrats in the Senate voted for it, if not, the vast majority did.
I think it's funny that people forget that prior to the Iraq invasion, upwards of 70% of the country supported military action.

The presidents approval ratings effect more then just the president. Those rating will also effect his party's ratings as well. We saw that in the last election.
