The tallyman is a job from the mining industry.
Before miners go down the shaft each man takes a marker so the tallyman knows how many miners are down the mine.
This is done in the event of an accident, so they instantly know how many people are on the surface.
The tallies are given back to the tallyman when the miners come out of the lift and he knows everyone is above ground and the mine is empty.

In the last episode of Lillies - BBC 1 Sunday evenings, the tallyman was employed to count the number of people who lived in every house. I think 2 adults and 4 children were allowed. Anything over that amount meant children being forcibly removed. Much tooing and frowing of children over walls with ladders was involved to 'cheat' the tallyman!

if you were a coal miner it be the chap who collects the talley [discs, dog tags!!] from the colliers as they step into the lift to go to the coal face
