No he did not. First time since 1999. I wonder if it is connected to El Nino? Last time he did not see his shadow was 1999 and that was a year or 2 after the last El Nino. He did not see it again this year and El Nino is happening but now weaking, any predictions for the rest of the year?

According to media reports, Punxsutawney Phil didn't see his shadow in Pennsylvania and predicts an early spring.
