It's not as simple as saying "if Queen Victoria was alive when it was built, it is Victorian". It's certainly a consideration, however, Victorian describes the style of architecture as much as the time it was built. Houses in more rural areas were still being built in the Victorian style up to a decade after her death, and cannot accurately be described as Edwardian as they do not have the architectural features of houses that are now defined as Edwardian. The same situation applies to the early part of her rule, when buildings were still being created in the Georgian style. There's generally a decade or so of crossover between the architectural periods, although if you go further back to the 16th and 17th centuries, these crossover periods can be up to 40 years.

However, to be completely pedantic about it, Queen Victoria did rule from 1837 to 1901, so if your house was built in the Victorian style (which covers a number of different forms - Gothic Revival, Arts and Crafts, etc) during this period, then it can definitely be described as Victorian.

I would think it's more of a look or architectural style rather than a specific year. Victorian houses have lots of intricate fretwork and "gingerbread" trim, are often painted in vivid colors. Look for a book on architectural styles in your local library.
