Have you checked your cam belt to see if it is broken?
Have you checked to see if it is timed 180 degrees out.
Have you checked your air cleaner filter to see if it is stopped up:
Have you run an open (with all the plugs removed) compression check?
Have you checked your fuel pressure?
Have you checked your oil pump?
Have you checked your Egc/Erg valve?
Have you checked to see if you are getting water in your oil?
Have you checked to see if you are getting oil in your water.
Those things are bad about blowing head gaskets and warping heads.
If your timing belt had broke on you; you could have some busted pistons.
If it is a Chrysler built engine those engines in Neons are only good for 90,000 to 100,000 miles. Not like Mistubishi engines which will run until the body falls apart.

Bent valves and no compression. The SOHC 16V is an interference engine and the valves contacted the pistons. Plus your description of what you did with the cam sprocket frightens me. Seek professional advice asap. Run a compression test and I bet you have little to none! ASE Cert Auto Tech, since 1978, 95 and 98 Neons

Did you disconnect the battery and reconnect so the ECU can reprogram itself. Try this.
