i work for peugeot and i have been replacing the knuckle joint on quite a few 406 hdi's lately
does it turn then then get tighter after 1/2 a turn
if so you need a knuckle joint
if not then check the fluid level
its the red cap under the bonnet
listen to the engine for abnormal noises too

Flat tyre, power steering pump failure.
You can test power steering pump by pulling the wheel down with the engine off, then start the car while still pulling the wheel, if there is no change in the ease of turning the wheel, you have power steering problems.

If it works normally then intermittently goes heavy, it may have speed sensitive steering. There will be an electrical connector on the steering rack if it is speed sensitive. There is a separate control unit for this which could be at fault or sometimes the wiring to the connector on the rack chafes and breaks.

Loss of drive to the power steering pump. Belt slack or contaminated? Or pump brackets broken? Or no oil?

it depends whether you have a particulates filter or not in my 307 Hdi 90, I use Total Ineo 5W30 not cheap but the engine runs smoothly and uses less fuel

low power steering fluid would cause just that.
Don't forget, you check the level with the engine switched off
