He obviously thinks he is the boss. You need to firmly put him in his place, don't let him get away with it otherwise he will get worse.

By saying he gets 'moody' it seems that you're putting human characteristics on him...there must be something that triggers this behaviour rather than a bought of moodiness... Is there anything, no matter how small you may think it is, that provokes him... any movement, tone of voice.. i.e. do you bend over him and grin to make a fuss? to your dog this could be seen as aggressive behaviour and he is trying to assert dominance.
How often is he aggressive? is it certain times of day or when particular people are present?... it would be good to find out what triggers this so that you can predict when the behaviour is going to arise and then distract him away from it and direct him towards a new good behaviour.
You need to assert your dominance.. this means NOT backing down to an aggressive dog but dominating it... I would say that this needs the help of an animal behaviourist.. they can direct you in what to do to make him a happier dog and help you turn your dog into a lovely pooch all the time. Trying techniques on your own may cause more distressing behaviour... try and find a good accredited behaviourist in you area.

Small dogs are known to be more moody and more aggressive especially in Yorkshire terriers, Shih Tzus, Jack Russell's and unfortunately yours is a mixed. Ever heard the phase 'Never judge a book by its cover' well it suites perfectly for small dog breeds.

You're probably treating your dog like it's a child and he's asserting his dominance. This behavious needs to stop now. Don't be afraid of the animal and show him that you're the boss. Don't allow him to dominate you.
Sadly, this is how the dangerous dogs we've heard about in the press lately have been created (although I'm not implying your terrier is a maneater).

Jack russells and yorkshire terriers are very aggressive stroppy little dogs with major size issues (ever see them try to take on the local german shepard). I had two yorkies one wasn't too bad the other was a nutcase. She even got a doggie psychiatrist and doggie valium - it didn't help. In the end she went on a one way trip to the Vets (She tried to bite one of the kids).
Let him know who is the boss and you can probably control him, but God help anyone else who strays accross his path - they are what they are.

He is trying to be the dominant pack member, when he does this grab him by the throat and hold him down on his back until he becomes servile and sorry , keep repeating this until he realises you are the dominant one in the house he is the underdog, at present he knows you are scared of him if he is a bad mood , show him different. in time he will accept it This is how the Wolf packs and any other dog shows his domination, he is dominating you , get to grips with him , hold him for ten minutes if you have to do not look at him ignore him while you do it, try this out .

well if he is scaared of you he will bite so that could be it but if you dont follow through with punnishing him when he is naughty and bites you this will continue my best guess is he gets territorial over certain things like my dog he used to bite me everytime i played with a specific toy with him he would always bite me i got rid of it and the problem stoped they need to trust you and know your the boss at the same time thats when the relationshipa are at the best.

Your dog thinks of you as a sibling. This is usually a good thing. In this case the dog is asserting himself. NEVER let him get away with it.

He is too attached to one person maybe or he thinks he is top dog or could just be nervous in which case if you need to be more in control so he doesnt feel like he got to be.
