I hear a lot of blame going to president Bush, and a lot of blame going to the congress... But are they ultimately responsible in a democracy/republic? What do you think?

Sweet, this is not correct.

A democracy is a government in which all people have a vote and in which all people directly make the decisions.

A Republic is the representative form of democracy in which the people have indirect rule through elected representatives who we put into office based on their stances on the issues facing us.

while they are partly responsible
they are not the only ones to blame or thank
our system has many checks and balances
so not only is the pres responsible
but so is congress
and the cabinet

actually, in a republic, i think the people are responsible
we vote them in
we can vote them out if necessary

the reason blame goes to the pres is cause he is our national icon
when you think of the leader of the USA
you think the president
you do not usually think of the congress or supreme court
therefore, no matter how at fault, he will get some blame, whether it be due or not

In a democracy
the elected government
is lead by the elected leader , ( ie President or Prime Minister )
who is answerable to his government ,
but still makes decisions, but with their approval .

A Republic
has but one leader and no government ,to curb his actions .
He commands the country , police,army ,the lot!!!
This is also called a dictator -ship.
Usualy overthrown by revolution of the people

Yes. Some people want an easy target for blame though. Many haven't a clue how it really works.

Most of the things they are mad at Bush over Congress had to approve. And did.

In my opinion, the President. After all, the CEO of a company doesn't let the board of directors run the show.
