First cover the upper lid with a lighter shade. Either a light pink or ivory shade. Then use a plum eyeshadow and sweep it a cross the inner lid to the outer corner of your eye. Next (and importantly) line your lower lid with the same shade. Finally use a thickening very black mascara.
I'd stay away from the black liner...for some reason with dark eyes it just makes it all one big blur of dark. What looks fantastic on blue and hazel eyes and draws them out, doesn't work on very dark brown. The plum shadow will draw attention to your eyes and lining the lower lid will draw attention to the eye as a whole. Alternatively you could use a purple eye liner with a shadow like mauve. But no black. You need the contrast in color rather than just applying more of the same in order to draw them out.

Mascara. Black mascara, make sure it's not lumpy and your lashes are spread out. I've heard that 4 an instant JLo affect, thinly&lightly coat your bottem lashes in mascara.
I have blonde hair and blue eyes and fair skin. I use a glittery bronzer for my cheekbones, a clear lipgloss, a eyeshadow that blends in with my natural skin tone and black mascara top & bottem lashes. I lightly coat my top and bottem eyelash base with mascara. To do the top, push your top eyelashes against your brow, and underneath your lashes *so its sorta inside your eye* put eyeliner on it *do this BEFORE you eyes mascara* It looks really nice but natural, i always get nice comments so try it, if your not used to putting on eyeliner, dont worry it will be soo simple soon, i do it every day x

first of all, a lengthening mascara. i use this kind that is called like XXL or something, i think it might be made by maybeline it works well and was featured in 17 magazine as the best mascara.
also use a white (or i use gold because it goes with my skin tone and hair which sounds about the same as yours) eyeliner under your lashes to open your eyes more (trick i saw on tyra)
and then i use black eyeliner on the ridge above the lashes.

KEEP IT SIMPLE! Don't wear eyeliner and don't wear dark eye shadow. Something simple brings out your eyes. Mascara is okay but not too much. Also you should wear a nice top or earrings or something that compliments your eye colour which will also bring out your eyes. Try to draw attention from the rest of your face so that your eyes stand out as well. Happy Birthday!!

Do not use eyeliner on your bottom lid. If you use eyliner...use a brown color on the top only. This will make your eyes appear larger. Use an eyelash curler and some mascara.

use white eyeshadow at the teardrop of your eye, curl your lashes and use lengthening mascara, and use a black eyeliner under your eyes, add a subtle lipgloss instead of something bold to draw more attention to your eyes. hope that helps some.

--LINE THE INNER AND UPPER EYELIDS WITH A THIN LINE OF BLACK EYELINER
-- go over the black eyeliner on your upper eyelid with a brown or dark purple pencil eyeliner.. thicker in the centre.. and ending just beyond where the eye ends
-- line the inner rim of your lower eyelid with white eyeliner..
--use a white/silver pearly eyeshadow and dot the inner corners of your eyes and slightly smudge..
--- use 2 to 3 coats of black ( volumising) mascara on your upper eyelashes..
--use 1 light coat of mascara on your lower eyelashes..
---- lightly dust a tiny amount of loose silver or gold glitter on your browbones ( it will fall as time goes by and cover your entire lid .. making your eyes look HUGE!)
ALSO.. try going for soft lipgloss on your lips and accentuationg your cheekbones by sucking in your cheeks and using a blush in the hollows..
this will bring attention even more to your eyes.. and make them POP!!
