I forgot my password after not being 0n line for some time now i have a new password and It is saying that my card already exists

i had the same problem, i removed the card then re-registered it then it worked

Due to the security on Paypal, you need to go to the Paypal site and tell paypal of your problem.
As far as Paypal are concerned you might be someone who has stolen a credit card and is trying to register with paypal using it.
Contact Paypal giving if possible the email address with which you first registered with paypal.
In future keep coded records of your passwords, in a code of your own making, it saves a lot of bother.

go to the paypal website you have registered the card against an email account if you know which one enter that and ask for the password re sending

did you try to register again and used same card.
That would be a reason for getting that notice unless you can remember the user name you had and change password it shouldnt be doing that .
try logging in again with the email address and new password if its still coming up best contacting paypal

Because you have used that card on another paypal account. Either you have, or someone has used your card, or you stole the card and the person you jacked had payapl.
