First question... what kind of paint?

If this is a 'water base' paint, then a little comet cleanser, soft scrub, fantastic, formula 409, etc may help.

If this is an 'oil base' paint - then you are going to have to use a solvent, or thinner.... this could be a problem because it is on a painted surface (the black enamel). Some common paint removers are: GooGone, acetone, methylethylketone, mineral spirits, and paint thinner. Apply these products to a cloth or heavy paper towel.. NOT to the surface of your sink. Then use the cloth/towel to rub the stain. Immediately rinse with water.
All of these products can be bought at any paint store... many can be bought at hardware stores, or even your local department store.
It is important to rinse the surface where you rubbed with a solvent to help get any remaining traces of the solvent off of it. I used to use acetone, for example, when I needed to strip some paint off of something. I could just wipe the surface with a liberal dose of acetone... and come back the next morning. Where I wiped the paint with acetone would be all wrinkled up. You could not SEE where I had wiped the paint within just a few seconds of wiping it with a dosed cloth... but it was still there, and still working.

So, use small amounts to just dampen your cloth, and rinse immediately -- itll take a little elbow grease, but it will prevent it from peeling your black enamel up along with the red stain, hehehe.
