What is the law regarding lunch/breaks in the workplace?

Aren't employers required to give 15 minute breaks for every 4 hours worked? And if they don't who do you report it to? OSHA or Labor Relations? (not a union company). thank you!!

You would report it to your state office of the Labor Department, specifically the Bureau of Wage and Hour
