Bacteria reproduce asexually, through binary fission.
How, then, does genetic variation arise in a population of bacteria?

Bacteria do not always reproduce asexually , they can exchange genetic material . It is called conjugation.E. coli used to be okay bacteria and then they learned from some more deadly types the ability to resist antibiotics. This occured through conjugation or exchange of genetic materials. This is how genetic variation occurs including resistance.

> How, then, does genetic variation arise
Genetic variation arises through mutation.

Bacteria can have the equivalent of sex -- it's called "bacterial conjugation." Through this, a copy of a plasmid in one cell can be transferred to another.

> antibiotic resistant strains?
The bacteria which posses the plasmid for an antibiotic resistance can reproduce... and, if they also possess the capability to form a "sex pilus," they can transfer this plasmid to another bacterium which has the ability to form a compatible "pilus receptor."

It's mostly through transmission of genetic material via plasmids. The bacterial strains that develop resistance survive. They pass on those traits. Look up plasmids.
The plasmids are often independent of the bacteria. They can come from different species.

It all depends on what they ate in the morning, or where they were swimming, or how hot or cold they were when they were making love to themselves.
