I had an argument with my roommate last night on the above question. I say it is, she says (and has lived in the Valley all her life) Van Nuys as well as places like North Hollywood and Valley Village are their own cities with their own goverment. I say not, and would like to prove to her that Van Nuys is just an address and a district or neighborhood but is in fact not its own city.

You are absolutely correct!! I work in real estate in Los Angeles and deal with properties in the Valley all the time. Van Nuys is not it's own city and is considered to be part of Los Angeles and therefore goes by the same rules as the city.

Van Nuys is not its own city. It's a municipality of Los Angeles located in the San Fernando Valley. Same goes with North Hollywood and Valley Village. The only self cities in the valley are Burbank, Glendale and San Fernando.

Yes Van Nuys is merely a district of Los Angeles. In fact the only cities in the Valley that are not districts of Los Angeles are Burbank, Glendale and San Fernando.

I think your roomate is correct. The L.A. area is made up of many incorporated municipalities and Van Nuys is one of those cities.

It is its own city, in the Los Angeles County.
