First off there is something wrong with a man that is messing with a 13 year old girl. A young teenage girl will fall in love at the drop of a hat espeially with an older guy that she looks up to or thinks is cool. He needs to be reported!

Scared shouldn't even be the worst of her problems at the moment. Even thinking about entering any kind of relationship at 13, and a serious one brings a whole load of trouble all by itself not even bringing in the fact that the man is 28yrs old. That's not only rape it's just wrong! She's a child, she is a child! She hasn't even fully devolped yet! Doesn't know what could happen, doesn't know what love really is at this age.
Are you the girls friend? I"m assuming so since you sai dyou were scared of her mother. If so, be more afraid for your friend and speak up. If you care enough for your friend you should talk to someone, and talk ASAP. If this guy asks her to go away with her it maybe the last time she's ever seen or heard from, the important thing is protecting her, it doesn't matter what kind of feelings they have for each other, she's a child, a kid, that hasn't even grown up yet!
If you can't talk with the girls mother, which you really should do no matter how scary it may be, talk with someone else. Talk with another adult that can speak to this mother and not mention the source of this. Just say something to someone. Fast, please.

Its not rape until they have any kind of physical contact.However in some states it wouldn't be rape it would be child molestation.
If it is real love like they say it is, he needs to walk away for 5 years and not be with anyone. If in 5 years when she is 18 and legal, If it is truly love they can be together then. He will be 33 then, And if she got pregnant He couldn't even see his child being a sex offender.
I would have a fit if my 18 yr old was seeing a 33 yr old man but alot better then 13 and 28. if he runs with her, he will get kidnapping, molestation, abduction, exploiting a child

That is pedophilia since an older person is interested in a minor. It's not rape...at least not yet. Like previously mentioned, if such a relationship goes too far, that ------- could be charged for statutory rape.
Personally, the 28 year old is psychologically challenged if what you describe is true. And 13 year olds don't really understand the concept of love since they are just beginning to make sound rationale judgments, and that is why they must be protected with statutory rape laws.

I don't quite know who you are in the scheme of this... but you should say something to her mother. Sounds like you're pretty young... and yet know that what's going on is wrong. Whether it's falling in love or having sex... it's inappropriate for a 28 year old to feel anyway about a 13 year old. Definitely tell someone. If you can't tell her mom, then tell a counselor at school... so they can contact her mother and stop this before something really terrible happens.

if they have sex, it is rape; if he touches her he is a child molester. If they are truly "in love", it is not technically illegal for them to spend time together, completed supervised at all times and with no physical or romantic involvment. although it's not very appropriate. The guy could, I don't know, go on a picnic with her and her parents. My mom was only 13 when she met my dad who was 20 at the time. They knew each other through mutual friends so they would hang out. But nothing sexual happened until SEVERAL years later. 28 and 13 is a huge gap though, that man is pretty sick.

if the 28 year old has sex or touches the 13 year old even with her consent he is a pedophile and the girl's mother could have the guy arrested. She needs to get over her crush and date someone her own age and he needs to get over it cuz that's digusting. P.S. how could he find her attractive she's probably as appealing as a little boy having no boobs and all.

When I was fourteen, I had a massive crush on a man in his twenties. I flirted with him every chance I got. When I was twenty, I told him about it and said he could have been my first. He said he knew. I asked him why he never made a move on me and he said it was because he cared enough about the woman he knew I would be some day and he didn't want to hurt that. He was a real man. This twenty eight year old is predatory scum, and he should be reported.
