this cartoon had a french cat that was always chasing what he thought was a female cat, but I think she was a skunk. what cartoon was this, or what was the cats name?

Pepé Le Pew is a French skunk, not a cat. He chased around a cat he thought was a skunk. Her name is Penelope Pussycat.

The cartoons were Warner Brothers Looney Tunes and Merrie Melodies series of cartoons.

Yep, Pepe LePew was a Looney Tunes skunk that chased around a pretty female cat who always ran into a paint bucket, or under some powder that gave her a white stripe too - making him think he was chasing a girl skunk

It was a looney toon charachter a skunk named Pepe Lepew. The cat was named whatever pet name Lepew gave her that day.

That was Peppy La Pew. Not sure if that's the correct spelling for "Peppy" but I'm sure the rest is right.
