How can you see if an ip address is working in the cmd file.? Is it tracrt?

I am not sure what you mean by "working"
To see if your pc has an ip address type this command
ipconfig /all

That will display the results in the cmd window for you.

ping 192.168.0.1
(replace with the ip address you want to check)
tracert will work too
