1) I would impose term limits on Congress.
2) I would remove "pet projects" buried in legislation.
3) I would implement a flat tax.

First, I would dissolve the two-party system we currently have.
Second, I would dissolve the IRS and make a flat tax for the country.
Third, I would make some things legal that aren't (like marijuana and the sale of body organs) and then tax the hell out of the their sale in order to make up for the lost revenue of the dissolution of the tax-code.
