The way I see it is this. Lizard harnesses are great if you just use them for security reasons. Most lizards I've had experience with if you put them down and try to "walk" them, they freak out because they think you're chasing them. I've always just used the harnesses as a failsafe if I happen to have an animal out in public. The more often it is worn, the more comfortable your water dragon will be with it, but I still wouldn't expect it to act like a dog on a leash.

Yes, it's fine. I trained my iguana's (two of them) to leashes starting at a little less than a foot long. It's BEST to start them early so that they can get used to it. I'd leash mine near a window for basking to start out with, and as they got used to being on the leash, pick them up and walk with them while they were still on the leash.
One of them will now actually go for walks. The other barrel rolls if you try to walk him, but loves getting his leash put on because he knows it means free time. So, how far they'll go with leash training is probably a lot to do with personality.
Never leave a lizard unattended on a leash. If the lizard freaks, they can hurt themselves.

Your dragon will freak...most likely.
You can try it, but the strap that goes across his back will make him feel uncomfortable because of his spines, I have two dragons and know the spikes on your dragons are way to close together for the part of the harness to fit between the spikes.
If you do try it...don't give the dragon any slack, if he freaks and gets going olympic hurdle-style (i'm sure you know what I mean) he's going to get hurt when he reaches the end of the leash.
If he tolerates it...wow. My iguanas just sat and clawed at the harness.

You can get a cat harness at any pet store. make sure it has adjustable straps b/c the little guy will get bigger. Let him walk you though and stay away from trees!!!! As long as he can't slip out of leash you should be fine. But practice around the house just so he can get use to it. I would recomend a harness then a collar.

I've seen at certain petstores that have bigger reptiles and I see them "walk" them as well with a harness just in case. But walking them is good too. great exercise for them. plus the people get a kick out of seeing a person walking a reptile. i would do a harness or just wait til it's a bit bigger.

You can use a small harness, just make sure that you do not pull on it, or jerk it as it could break one of his ribs.
Should be fine though
