A high quality Laser if you can afford one. At least 9600 DPI. If you can get that in a laser an injet does nice as well. I have a canon MP600 that does a great job. It has a DPI of 9600 x 4800 I printed about 50 plus full color photos on 8 x 11 photo paper and it is just now saying I am out of ink. if you only print black and white than a laser for sure.

Depends largely on the printer. In general, a good photo inkjet will print better than most laser printers, becaue the inks blend better to produce better continuous tones.
However, unless you have special ink and paper, injet prints tend to fade over time. Laser prints do not fade.
As far as what is better for an office, that depends, too on what your primary usage of the printer is. Laser printers deliver better text quality, and are generally a lot faster than an inkjet. Some color lasers can print pretty good photos these days.
One other point is that inkjet cartridges dry up quickly if not used frequently. Laser toners can be left for years and will work just fine.
Cost is another issue. You need to look at the total cost of ownership for the printer. For example, if an ink cartridge will print 500 pages, and costs 30 dollars and a toner cartridge will print 10,000 pages and cost $150, which is the better buy if an inkjet printer costs $100, and a laser costs $600? All depends on how much you are going to use it.
Laser printers also have other parts that will need to be replace periodically, but not very often, on the order of 50,000-100,000 pages. Inkjets just get thrown away when something breaks.

Go for the color laser. Quality output always make a good impression.
Initial cost of a color laser might be higher compared to the inkjet but cost of inkjet catridges specially if you want to use the originals a pain the the pocket.
Cost of laser toners have gone down dramatically to a point that the cost per page between a color laser and ink jet is just minimal.
