If you have good credit, you should be able to get a personal loan from the bank. You will be liable for it, but they can't take your house, at least, if your business goes under (to the point where you go bankrupt).
Also, you can look for investors and sell them a portion of your business for some starting money. This works well if you have rich friends who believe in your ability.
Other than that, you can get credit cards and try to get a high enough credit limit to cover what you think you will need. However, since interest rates are so high with credit cards this is best left for a last resort.

You should be able to get a loan for that amount from any bank with excellent credit. You could also try the small business administration. Word of warning though, the SBA will be nearly impossible if you are a white, middle class male, with college educated parents. Not making a racist comment at all, it's just the facts.

You can try apply credit line from credit card company, some can offer you interest rate of as low as 3% per annum. But i got no idea what is the rate over there. If you got mortgage, $15-20k loan i don't think is a problem.

You should go to a bank and just get a personal loan. 15-20k isn't really worth doing a whole business proposal. If you have a car or a house it will be easy to get that much money.
