an ingrown hair is the growth of a hair below the surface of the skin. usually they cause a bump in the skin and are quite sensitive to the touch.
wash the area with warm water and soap. sterilize a needle and use it to break open the skin where the ingrown hair is. using a sterized tweezers, extract the hair. it will be suprisingly long. make sure you extract the entire hair, including the root. sometimes a yellowish liquid will come out. that's good.
rewash the area. apply an antibacterial cream or spray. DO NOT USE ALCOHOL. it will burn and put you into excrutiating pain.

Pluck the hair out and make sure you get the root of it as well. If it is infecting the skin, make sure you get all the goop out and the little black head the is usually in there also. Sometimes you really have to work on that little black thing until it shoots out. If you dont get it out you risk another infection. After you've gotten all the crap out, put rubbing alcohol on it to dry it out. Works every time for me.

It is a hair than is growing under you skin w/o breaking through the surface of the skin. Sometimes you are able to squeeze them out like a pimple or you can get them out just like you would a sliver.
