This is the link you want for work immigration: http://www.cic.gc.ca/english/business/index.html & this one for business in Canada http://www.cic.gc.ca/english/business/bi-more-info.html#canbusinfo.

Depending on your level of investment and the province (Quebec has some different rules), you'll probably be accepted under the business immigrant programme.

Business immigrants are expected to make a $400,000 investment or to own and manage businesses in Canada.

Canada has three classes of business immigrants, each with separate eligibility criteria: investors, entrepreneurs and self-employed persons.

The Immigrant Investor Program (IIP) seeks to attract experienced business persons and their capital to Canada. Investors must demonstrate business experience and a legally obtained minimum net worth of CAN $800,000, and must make an investment of CAN $400,000.

The Entrepreneur Program seeks to attract experienced business persons who will own and actively manage businesses in Canada that contribute to the economy and create jobs. Entrepreneurs must demonstrate business experience and a minimum legally obtained net worth of CAN $300,000, and are subject to conditions upon arrival in Canada.

The Self-Employed Persons Program seeks to attract applicants who have the intention and ability to become self-employed in Canada. Self-employed persons are required to have either (a) relevant experience that will enable them to make a significant contribution to the cultural or athletic life of Canada, or (b) experience in farm management and the intention and ability to purchase and manage a farm in Canada.

You may not need a visa to visit Canada but you will certainly need a passport and if you want to live here and run a business, then you'll probably need to have immigrant status. All that entails is too long to list here. I would suggest you visit or write to the nearest Canadian Embassy in your country or you can write directly to the Department of Citizenship and Immigration, Ottawa, Canada or visit the website at www.cic.gc.ca. Good Luck.

Sounds like a smart idea: like many Canadians, I love Mexican food.
You'll find most of what you need to know at this website:

Beyond that, each province has its own rules about starting a business. You can find your information with Yahoo! or Google: type in "government" and "business" with your desired province's name.
