Science is not connected to democracy either as cause or effect. Nazi Germany and the Soviet Union both had very good science and there are democracies that have almost no scientific research. Science has been pursued at many times and places throughout history and is almost culture independent. But I agree that using military force and occupation as a means of spreading democracy does not have a high probably of success.
