Yeah, he was drunk; however, he didn't even try to save her. He just left her there to die. I don't know if you've ever seen the movie "Blowout" or not. It's a bit older. There was speculation that this movie depicted some of what happened. However, the endings were different.

He didn't try to pull her out of the car because they were having an affair (Teddy was married). They were both drinking heavily, but he didn't go for help until after he sobered up and it was covered up like cat dirt in a litter box.

Good question, but history will never know for sure. It seems like there's alot of things we'll never know for sure with the Kennedys.
