It depends on what exactly you mean by powerfull. The soleus muscle in the lower leg can lift you up on the ball of your foot with somewhere in the vicinity of 600lb load. The masseter in the cheek (closes ur jaw) can bite down with about 200lbs of force and is pretty small. Our little hearts beat and beat and beat 10's of millions of times without fail long after some of the other muscles decide to quit working so...........? the tongue thing is not true, sort of an urban legend kind of thing... and besides it is composed of 16 muscles...it's not just 1. Heart does most work over lifetime.

The first web site offers 3 different muscles depending on the way used to determine strongest:
masseter
heart
soleus (calf muscle)
My personal guess would be quadriceps femoris. If that is disqualified because it is made of 4 separate groups of fibers, then I'll go with the vastus lateralis part of the quads.
The Wikipedia entry gives an interesting run through on potential answers to your question as well.

Isn't the heart an organ, part of the cardiovascular organ system, not a muscle?
I'd assume that it'd be a muscle in the legs.

the tongue is most powerful in the head, the gluteus maximus (butt muscles) are the biggest.
My 28 inch pythons (biceps) are probably the strongest
