Well there's an Ohio University (which I believe is in Athens, Ohio), and there's Ohio State University (in Columbus)
OSU and U of Michigan are two largely popular schools and well knows rivals. OSU is one of the largest schools in the country and they have a wide variety of acadmic majors and programs. Most notably they have a great Agriculture Department and Aviation science. Because Ohio is in the midwest a lot of students have a chance to study Agricultural Science and learn to manage farms. The University of Michigan has a great engineering program and an incredible musical theatre program.
Both are large public schools that offer business, arts&science, humanities, social science and management programs.
If you want to know which one suits you better look into what program of study you may be interested in and research where that school ranks nationally in that program. You should also visit the schools. Both have a rich history and are full of tradition. Both are amazing athletic programs in a number of Division I NCAA sports. You should visit the towns of Ann Arbor (Michigan) and Columbus (OSU).
You should consider the GPA and academic standing necessary to get into the various programs at each school. You should visit the schools for yourself and determine which one suits you and which one you think is better. Otherwise it's just people's opinion based on their own bias.

I assume you mean Ohio State University or the University of Michigan -- They're both excellent schools with excellent reputations. If you plan to live and work in Michigan you'd want to attend U of M, and if you want to live and work in Ohio you'd want to attend Ohio State. But if I had to rate one as better than the other, I would rate the University of Michigan as the better school solely on reputation. U of M is well-known nationwide (more so than OSU) and U of M's medical and legal programs rank right up there with Ivy League schools like Harvard and Yale. And don't forget that U of M STILL holds the NCAA football record for most national titles and STILL holds the winning record in the biggest grudge match in all of college football (namely, the Wolverines vs. the Buckeyes).

The University of Michigan is one of the top rated public universities (Berkeley and Virginia are the only ones ranked higher).
There is no University of Ohio.
Ohio University is a decent second tier public university.
The Ohio State University is the largest university in the US and is an excellent state university that is ranked lower than Michigan.

Depends on what you're looking for in a college, depends on what your field of study is going to be. What university may be great for 1 person, may be the worst choice for another. They are both highly respected public universities, and they are both huge. As a freshman, you will be attending lectures with about 600 of your "closest" friends, and will not know many (if any) of your professors.

You can't really say one is better then the other because each offers different programs. If you live near OSU then you are going to say OSU and the same for Michigan. It just depends on what you want to do for a major when looking at schools.
