Both of us have one, and we are not stopping in the usa, so.... if we don't what should we bring for her? Birth Certif. for sure, but anything else??

By the question it is hard to tell if you are an American leaving America to go to Mexico or a non-American going to Mexico from another country. There are different answers for each one.

You need a passport if you are an American and leaving America, flying into Mexico, and then coming back to America, regardless of age. That is a new regulation. If you are not an American and not going through, then you have to check the regulations with your own countries' state department. Typically you do not need one if your plane is divereted and you land in the USA. They won't let you roam around outside of the airport terminal, but your plane will land without problem.

Yes. Any national leaving the country should have a passport. The regulations have just changed, but you might be able to get your child out of the country with a notarized birth certificate.

if you are coming into the u.s. you are going to need one for sure, but it really just depends on your countries travel regulations.
i would take the passport since it is pretty much the same thing as a birth certificate

Perhaps you could tell us what country you're from.
Generally, if you're American the new rule is that everyone (especially small children because of the danger of parental kidnapping) need passports to travel anywhere.

I'd say take as much information as possible, and keep a tight rope on your 4 year old. I hear that Kidnapping is huge in Mexico!!!

check out the tsa.gov website...even if you are not planning to stop in the USA, what would happen if weather or other situation diverted your flight to a US airport temporarily

no...you are his legal guardian and he is underage and so you are the one that will need one... but it is always good to have one as a backstop. your welcome ^.^
