They are called Stairs when you have a flight of steps which total 13 or more. anthing outside is called steps.

Why is it when you have a fridge and a cooker in a room in your house, it's called a kitchen, but when you have them in your garden it's called an eyesore? :-)
Seriously, though, that's an excellent question. I suppose for me, stairs are a special type of steps - specifically, a set contained in a stairwell inside a building. So the more precise term carries more information, like the difference between "vehicle" and "car".
