He is a Snowman!
Quotes from the movie:
"I'm a frozen freak of nature."
"Okay I'm back, but why a snowman? Is it the name Jack Frost? Because that's not even clever, that's cheesy."
"Two branchs, three snowballs, one corked nose. Snowman? No, much, much more. I am the wizard of blizzard!" (shouting while using his branch arms to fling a flurry of snowballs at lightning speed) "Hahahahahaha! Now run you little mountain goats!"
"A snow dad is better than no dad" (Charlie's rival and bully, who says he knows what life without a father is like, and agrees to help Charlie save Jack.)
"My balls are freezing! Never thought I'd say that with a smile on my face!"
"You know, it sometimes is good having a big butt."

Jack-frost.crystal patterns on windows on cold mornings. Those who believe in Viking folklore roots state that the English derived the name Jack Frost from the Norse character names, Jokul ("icicle") and Frosti ("frost"). Another theory is that he is a much more recent import into Anglo-Saxon culture from a Russian fairy tale. In the Finnish epos Kalevala Canto number 30, translated from Finnish into English by Keith Bosley, Jack Frost is the son of Blast, "Pakkanen Puhurin Poika" (see Finnish Kalevala). Other tales in Russia represent frost as Father Frost, a smith who binds water and earth together with heavy chains. In Germany however, it is an old woman who causes it to snow by shaking white feathers out of her bed.

He's an elf like creature. Jack Frost just happened to be Michael Keaton's name in the move. He wasn't portraying the mythical Jack Frost. He is much in the vein of Father Time, Old Man Winter, Mother Nature, & Baby New Year....

Jack Frost looks like an elf to me. Michael Keaton's character just happened to be named Jack Frost and he turned into a snowman. Confusion averted!
Blessings!

Traditionally, Jack Frost is more like your description, and "nipping at your nose" etc., he's that discomforting creature that stings yours ears, nose and cheeks, waters your eyes in the winter wind, and numbs your fingers and toes....just before the more scarier stages of "Frostbite"
sets in.....
