I would say it happens because peope vote no on referendums that ask for more money to go to 911 centers and public safety agencies. And these are the same people that whine the loudest when they don't get the help they need.

I would say it also happens because of the people that abuse the 911 system by calling for non-emergencies.

On a related note, if you do get a message like that, stay on hold because if you keep hanging up and calling back your pushing yourslef farther down the line to be answered.

Unfortunately no matter how many people are working at a 911 center, there is always the possibility that more calls could come in at any given time than there are staff to handle them.

In a life-or-death emergency the calltaker is HIGHLY unlikely to put you on hold. The calltaker should explain any gaps such as saying "I'm going to talk to the ambulance/police/fire right now. Stay on the line. I can still hear you but you won't be able to hear me." Many call handling systems allow the calltaker to mute his microphone so you don't think he's speaking to you when he's really updating the responders.

From time to time calltakers will put callers on hold, but this is normally when the incident is not a time-critical issue. normally this is only to deal with the requirements of the call (dispatching services) or to answer another incoming call.

Finally, do your part to limit unnecessary 911 calls.
Lock your cell phone keypad when not in use. Call centers receive many calls which were accidentally triggered from a cell phone rattling around in a pocket or purse.

You for sure have not spoke of the present form is to call 911 for each little thing from a mouse below the refrigerator to the time of day. Municipalities are basically starting up to set fines for doing this, a minimum of yet another ten years previously they up the fines to a level which will heavily reduce the habit, perchance 5 more effective years previously adequate idiots get a clue and sparkling the lines for authentic emergencies. interior the interim, you are able to a minimum of call a bambulance.

The focus has to be on the emergency and not the cutbacks that may have created this situation. You must react to the emeregency yourself. Whatever the crisis you need to make tough decisions and act on them. If you have a baby be knowledgable about possible reasons that the baby is not breathing. Being angry at the system when the baby is the issue is not helpful.
