I happen to agree that Biden was not being racists, just miscommunicating what he was trying to say. I actually think he was trying to compliment Obama without giving him too much credit (Biden wants the votes so can't be too pro-Obama).
That said it was a serious mistake and will definitely hurt his chances.

I don't like Joe Biden; but his remarks were fine.
I blame the people who twist words around to try to make these people apologize on camera.
Screw the critics! Let them rot. I just wish Joe had said "That's stupid; please stop race baiting. Everyone is sick of it." But it is easier to apologize and get it over with.
