From inside of Internet Explorer select tools-internet options...open the security tab and select the custom level button. Inside of the box scroll down to the downloads portion to file download and make sure the disable button in not selected. Hope this helps.

You mentioned two things that are not even remotely similar, Yahoo Messenger and Microsoft Office. If you went about deleting files from both of these, then you have removed something that is needed to run the installer. You always UNINSTALL a program, you don't delete it. Maybe this link will help with downloading Yahoo Messenger again.

You may still have some of the old files or folders in your computer. Just deleting a program doesn't always get rid of all traces of it. Do you get any type of error message or just what happens when you try to download something?

Is this PC at your work, or at home?

If its at home, then try this link for Yahoo IM:

us.dl1.yimg.com/download.yahoo.com/dl/msgr8/us/msgr8us.exe

If you are work, then you may be blocked from being able to install anything. What sort of error message are you getting?
