if u talk to someone and keep in mind its someone thats not ur friend(if it was a friend they can understand for u to pick up ur phone).....but yeah...is it rude this situation...when is it acceptable behavior?

It is rarely acceptable to answer a phone when you are speaking to someone, unless it is in a business situation, and you are answering a business phone. One of my biggest pet peeves is these people who cannot even bring themselves to get off the phone when they are at the checkout line. It is just rude.

Not if you are at work. That's your job. If not at work, I could say "Excuse me, I have a child, co-worker, wife/husband, mother/father, etc. that I've been waiting to hear from. I'll only be a minute". Then take the call, but do keep it brief. If you see that it's from someone other than the a fore mentioned, then I would let it go to voice mail.

If the phone rings, and you say, "Excuse me a moment, I need to get this." It's acceptable.

If you didn't want to talk to the person in the first place, it's a way to get them to walk away- but still say "Excuse me."

If a person just starts dialing in the midst of a conversation....How rude!

Cell phones have brought us a long way in rudeness.
