The Spectre would gesture mystically and time would halt. He would then study the situation, negate momentum and inertia, and transport everybody to safety. Then he would allow the empty train to go on its way and wreck, harmlessly, leaving everybody to wonder what happened.

Personally I perfer a villian like Venom or Green Goblin that would put the train out of control

Call the main switchboard to have them recogize the out of control train and have them apply the countermeasures already in place.
