Also, if you are in an area with English conversation groups I suggest you attend. Maybe you can advertise for a native speaker who is willing to volunteer a couple of hours a week to give you practice.

Practicing ! Practicing! The only one way to speak fluent English is trying to find people out from countries where English is the native tongue.
I recommend you to read a lot to get accostumed to the English style of thinking and expressing ideas in that language.
If you get Cable T.V. try to find the channels that features only English speaking people. In some cases, subtitled to ease your listening.
